16.1. Purpose

Veterans and members of the Armed Forces with disabilities are entitled to have the opportunity to learn to drive a motorized vehicle on the Nation's public highways. Depending upon the severity of the disability and the available adaptive equipment designed for utilization in today's motor vehicles, the disabled individual should enjoy the independence and freedom of mobility offered all citizens. This Veterans Health Administration (VHA) Handbook provides procedures for all matters regarding the Driver Rehabilitation Program for Veterans with disabilities and establishes guidelines for these procedures.  The services can be provided to the inpatient or outpatient Veteran, and include evaluation, consultation, and assessment of a wide range of physical and mental disabilities related to driver rehabilitation, both as a driver or as a passenger.  Services also include assistance with vehicle selection if needed, as well as
